  1. If we want a head start primer on this, look at the 1972 Shafer commission report in the USA which recommended ending prohibition. I agree with their report. We should have "FREE BACKYARD DAGGA" plain and simple. It will serve the poorer communities who are using this business to feed families and cut the criminal element dead in it's tracks by drawing a clear divide between legal and illegal substances.
